Nature of request
The people of the Isle of Wight state that John Sampson, Lieutenant and Sub-Constable of the Isle, John Kikard, Bailiff of the Isle, and Richard le Taillour and Adam Cartere, their lieutenants, arrested three vessels of Normandy that had come to the port of St Helens to buy horses and mares for Normandy, that is to say their masters, Thomas Portefas, Nicholas Moughter, and Thomas Valayns, and that Richard then arrested John Hakard, Thomas Portefas and Nicholas Fevere; and then, without any other warrant or commission, they gave them permission to go overseas with their cargo. They therefore inform the Chancellor that they have fulfilled his commandment, and ask to be discharged; and they inform him that John and John have the commission with them.
