Nature of request
John de Pabenham states that he and other merchants of England petitioned parliament stating that the cloth and wool brought by them from Ireland should be exempt from the recent subsidy on cloth and also from alnage, and that the collectors of these subsidies should not demand payment from them, and their petition was answered that they should sue in Chancery and show their grievances, and that a remedy would be provided by statute. John therefore asks for letters patent to all sheriffs, mayors and bailiffs, and to the collectors of the subsidy, attested that his cloth and wool is not covered by the statute, and ordering them not to levy any subsidy or alnage from him or his deputies or servants for it, or to harass him for this reason.

CPR 1374-7 pp.28-29 is dated 22 November 1374, and would seem to be in response to this petition. CPR 1377-81 p.89 is dated 7 November 1377, and the common petition whose enrolment is edited in Rot. Parl. vol. II p.372a is from the roll of the parliament of January 1377.
