Nature of request
Michael Queryn, counsellor of the Venetians, in the name of and on behalf of the Doge of Venice, requests confirmation of a safe-conduct, with the following conditions:1) That the Doge's ships can come to all the ports of England safely, as they did in the time of King Richard.2) That they can leave to return to Venice when they please, with wool, cloth, tin or other merchandise, paying the due customs but not the pesage, as they have done in the past.3) That the master of the Doge's galley might have the power to punish all crimes and trespasses committed by his sailors, as he does elsewhere.4) That no-one of London or elsewhere should grant credit to any mariner on the ships of Venice, or constrain or imprison any mariner for this or for any reason of the law of England. And that at the next arrival of the galley in England, proclamation might be made of this.
Nature of endorsement
On the first article, their safe-conduct is to be confirmed if it pleases the King.On the second article, it seems to the council that, provided the Doge of Venice undertakes that the Venetians will not take wools or other merchandise bought in the realm except to Venice or the adjoining areas, they will not be constrained to find other security except for their oath. And if it is found in future that they have broken this, their ships, with their contents, will be arrested as forfeit to the King, to the value of the wool or other merchandise thus taken out of the realm.On the third article, if it pleases the King, his council agrees that all manner of civil actions arising from anything attempted within the galleys or carracks between the mariners, should be tried and determined by the masters, saving the franchise of the city of London.On the fourth article, the King, with the assent of his council, has agreed that a proclamation be made that no-one grant credit to the mariners for victuals or other things without sufficient security. And if anyone does the contrary, it is to be at his own peril and none of the mariners will be arrested or imprisoned for this reason, to disturb the departure of the galley or carrack. On 3 December in the second year of King Henry, when the King and lords and others of his council mentioned below were at Westminster in the King's chamber next to the S[S...], they assented that the Venetians are to have confirmation of their safe conduct with the franchises requested; being present the Bishop of Durham, the Chancellor, Treasurer and Keeper of the Privy Seal [...].
