Nature of request
The men of Carlisle, who have the town of Carlisle and the King's mills adjoining at a yearly fee farm of £80 which is assigned to the Queen for life, request that whereas these mills usually provide over £40 towards the fee farm but are now worth nothing because Tebay has built two mills next to them on the King's river so that they cannot pay their farm, that a commission of two men be assigned to examine their grievances and other circumstances touching the town's profits and grant them remedy.
