Nature of request
For a payment of 400 marks the citizens request the following:1) Confirmation of their charters.2) That they may pay by their own hands all sums due at the Exchequer.3) That they may defend all appeals, rights, demands and actions by the oaths of 36 men of the city.4) That the suburbs around York are disafforested.5) That no pleas be answered outside of the city except for foreign lands and that no writs of entry be issued for lands within the city.6) That they are able to pasture the pastures without disturbance

The petition is dated to c. 1251-c. 1262 on the basis of inspeximus, charters and letters patent that date to this period granted to York. However, none of these seems to exactly fit the requests made in the petition, a letters patent of 1262 perhaps fitting best with reference to requests 2) and 5) (CChR 1300-26, pp.185-7).
