Description
Petitioners
Burgesses of Calais.
Addressees
King and council.
Nature of request
The burgesses of Calais make eight requests:1) They ask that anyone who inherits anything in Calais should be sworn as a burgess, except for lords at their pleasure, and that no-one should hold lodgings for outsiders if he is not a burgess.2) They ask that they might bequeath their movable possessions as freely as they bequeath their tenements, or as the citizens of London bequeath their movables.3) They ask that they might be free of customs on woollen and linen cloth brought by them into or out of Calais.4) They request ratification of the charter for the ferry between Calais and Dover given to them by the King's grandfather.5) They state that various aliens have taken lands at farm in the town on long leases, and have built on these lands, and some have granted their estate to other outsiders, so that in this way there is a danger of a very large number of aliens living in the town. They request a remedy, and ask for a clarification of whether the heirs of aliens who have inherited in fee and then married other aliens should enjoy their inheritance or not.6) They state that the duty of keeping the town clean when armies pass through has become too onerous for them, and ask for a writ to the Captain of Calais ordering individual soldiers (soudeours) to clean up after their own horses.7) They state that the Mayor and aldermen have the governance of victuals sold at retail in their town and requests a warrant for the Mayor and aldermen to punish and raise amends from soldiers and others who break this ordinance.8) They state that they have a charter of Edward III, confirmed by the present King, granting them the staple for various goods, but that lately these goods have been taken to Flanders, Holland and elsewhere, to their great harm. They ask that their charter might be upheld.
Nature of endorsement
Petitions of the Northampton parliament of the 4th year [of Ric. II].

Wales
Berwick-upon-Tweed, [Northumberland]

Holland.
People mentioned
Citizens of London
Edward [III], King of England.
Note
The petition is dated to 1380 as the endorsement, only legible with the aid of ultra violet, states 'Petitions of the parliament of Northampton, anno 4' which would suggest that this petition was the covering petition for a file of petitions of the parliament of Northampton held in November 1380. A note on the guard ascribes this petition to 1378 on an erroneous basis.
