Nature of request
The petitioners state that the merchants of England have always been accustomed to buy all kinds of merchandise within the franchise of Southampton, from denizens and foreigners, on land, on the water, and on ships moored there, paying the proper customs, but that the burgesses of Southampton will not now let any merchant, foreign or denizen, buy merchandise on the water within the franchise, but insist that they must buy the goods first, and that others must purchase from them; driving the prices up, and harming the merchants and the community. They request a remedy.
Nature of endorsement
Everyone who wishes to complain is to have a writ to the Mayor and Bailiffs, to allow him to buy freely, both on land and on the water, within the precinct of the town, in accordance with the answer given to the petition of the commons.
