Nature of request
The religious of Ireland state that an ordinance made at Kilkenny in the second year of the King's father, that no Irishman should be received into any religious house in land of peace, which led to great dissension between England and Irish until it was repealed in the third year, has recently been revived by John de Allerker, Treasurer of Ireland, and is again likely to cause great dissension. They ask that Irishmen born in land of peace who are in the King's fealty might be received into religious houses on the same basis as Englishmen, but that Irishmen born in land of war or enemies to the King might not be.
Nature of endorsement
The Justiciar of Ireland is to be ordered to have it published in the places where he thinks it should be published . . . or to give permission . . . to the Irish who are in the King's peace, brought up among the English . . . to the King's said faith that they are to be received [into any order of] religion, as the said petition wishes, provided always that the Irish who are against the King's faith are not to be received into any order of religion in the said land of Ireland by colour of the same proclamation and permission, notwithstanding any ordinance or prohibition made on this.
