Nature of request
The Bishop of Chester makes two petitions:1) He complains that his churches of Coventry and Lichfield have been seised since time immemorial of Bishopstreet near Chester, with baron's court and all franchises that belong to a view of frankpledge, but that the Mayor and Bailiffs of Chester, under pretext that some of the Bishop's tenants of Bishopstreet are members of the merchants' guild of Chester, enter into his lordship there and by prises and distraints usurp his tenants to their court of the city of Chester.2) He complains that on the same pretext the Mayor and Bailiffs allow his tenants of Bishopstreet to be impleaded in the court of the city of Chester, in pleas of land and of the crown, and receive fines and amercements from them, and take the goods of felons and fugitives, contrary to his franchise.

[On face, to first] With regard to this point: A writ containing the effect of this petition is to be sent to the Mayor and Bailiffs, ordering them to cease from such distraints, and not to usurp what belongs to the Bishop's jurisdiction to their jurisdiction, contrary to what used to be done in the past. And process is to continue further by attachment.[On face, to second][None on dorse] With regard to this point: A writ containing the effect of this petition is to be sent to the Mayor and Bailiffs, ordering them to allow the Bishop to have return of writs, plea of vee de nam, fines and amercements and other things contained in the petition as has been in use before now. And process is to continue further by attachment.

Tentatively dated on the basis of the hand. The Bishop is almost certainly Roger de Northburgh (1322-1358). Bishopstreet formed an area in Chester where the bishops claimed a liberty (EPNS Cheshire, V:1, pp.75-7).
