Understands that the Governor on behalf of the General Officer Commanding is conducting negotiations as to land and that no final decision as to the acquirement of the site will be arrived at without reference to the War Office. States that the General Officer Commanding has been directed by telegram to prepare for 2000 prisoners and 200 leaders.
