Quarantine against Barbados. Sends, with remarks, copy of a letter which Captain Owen is addressing to Royal Mail Steam Packet Company in London. Sends also other papers in regards to the action taken by Trinidad and St Vincent. Urges intervention of the Secretary of State with a view to the withdrawal of the restrictions imposed by those colonies. Suggests holding another conference in the West Indies on quarantine matters.
