Cane Fires. Sends draft Bill for the prevention of sugar cane fires caused by labourers smoking in or near cane fields, and reports opposition to Section 2 by the Agriculture Society. Gives his observations on flogging used as a remedy for the prevention of incendiaries, as suggested by the committee appointed by the Agricultural Society.
