Description

Report of Simon Le Blanc on 2 individual petitions (M. Whitelock, 'M General' and Colonel W. H. Clinton, on behalf of the Commander in Chief) and 1 collective petition (3 people, Griffiths, Drew & Godwin partners of the Portsmouth and Hampshire Bank) on behalf of Francis Power, Lawrence Ryan and Correl Arnes/Correll Arnes, soldiers of the Queen's German Regiment, convicted at the 'late' Hampshire Assizes at Winchester, for forgery on 20 August 1802 against the Portsmouth and Hampshire Bank. Evidences supplied by Michael Casey, William Grover, carter; Thomas Marriner, bank clerk; George Luscombe, Keeper of the Portsmouth Gaol; David Lazarus, constable and Thomas Gittings. There is a letter from Colonel Clinton acknowledging the receipt of pardons for William Williams and John Williams and the 3 soldiers of the Queen's German Regiment. Grounds for clemency: the prisoners were foreign and therefore possibly unaware of the extent of their crime, their regiment was stationed in Ireland and they were therefore deprived of witnesses to their character and were considered to have good previous conduct in the regiment (had served in Egypt). Initial sentence: death. Recommendation: speaks in favour of mercy. Folios 27-40.
