Report of S. Lawrence [Soulden Lawrence] on 1 individual petition (prisoner) on behalf of Thomas Rankin, soldier in the 5th Regiment of Dragoons, tried (with Patrick Sullivan and Jarrat Byrnes) at 'the last' Worcestershire Summer Assizes, for the murder of Samuel Porter, on 10 March 1802. The sentencing was deferred for further consultation and the judges considered the crime amounted to manslaughter and not murder. There is a covering letter to the petition from Colonel W. H. Clinton; and one other from W.M. Sullivan of Downing Street, forwarding the petition to John King. Grounds for mercy: prisoner was drinking with his companions when he heard someone being disrespectful to the King and government ('Some Jackabins'), the victim was wounded during the skirmish that followed and died a few days later, the prisoner wishes to continue serving in HM. Forces. Initial sentence: no sentence passed ['the Judges' were of the opinion the crime amounted to manslaughter]. Recommendation: mercy, on condition of his serving for life in a regiment abroad and never to be employed in Great Britain, Ireland or any of the dominions. (Sullivan and Byrnes, acquitted).
