Chancellor and scholars of the University of Cambridge.

Nature of request
The Chancellor and scholars of the University of Cambridge make four requests:1) They ask the King and council to ratify and confirm their liberties and franchises, with the clause 'licet', without paying a fine or fee for this.2) They ask that in augmentation of their privileges wines brought to the university might be sold there at London prices, with a halfpenny more per gallon to the vendor for the carriage from London; as is done at Oxford and elsewhere.3) They state that the Mayor and Bailiffs of Cambridge punish again trespassers handed over to them by the University, who have already been punished before the Chancellor. They ask that it might be put as a point of charter that those who have been punished once in this way are not to be punished again.4) They state that the Mayor does not wish to come to the forfeiture of goods bought by retailers before the third hour and ask that the Chancellor might have power to put this into execution in his absence, if he has once been instructed to attend.

With regard to the first article: It is assented that they are to have confirmation of their [franchises] with the clause 'licet' without paying any fine or fee for the . . .A writ is to be sent to the Mayor and Bailiffs of Cambridge to be before the [King] three weeks after Michaelmas next, bringing with them three or four of the most worthy and most wise of the said town, to inform the said council of certain matters touching the town . . .
