Signed by Nelson Walker, Clerk, Royal Engineers' Department, 17 July 1855; and by Colonel T Foster, Commanding Royal Engineer. Originally accompanied a letter from Colonel Foster to the Inspector General of Fortifications, 18 July 1855.
