The Establishment and Organisation Division of the Central Office of Information (COI) had the same functions as in any other government department. It was responsible for all staff matters, for providing accommodation, furniture and office equipment, for general office services (typing and copying, registries, messenger services, telephone and other communication services), for considering and suggesting improved working methods and organisation. In conjunction with the Civil Service Department it determined how many staff should be employed in each division or regional office, what their grades should be, how they should be used; it selected and appointed candidates to fill available posts and arranged for their salaries and allowances to be paid; it organized staff training, supervised efficiency and conduct, made transfers and promotions and arranged retirements or discharges.
