[Petition in 4 parts:]1) It is requested that the earl of Northumberland be given the powers by commission to treat and conclude with those of the people of Scotland having power for the realm, and to do what seems right.2) It is requested that the earl be granted the power to grant safe-conducts as other keepers have had.3) It is requested that the king command by his letters to the sheriffs of York, Nottingham, Derby, Lincoln, Lancaster and Westmorland that they assist the keeper to resist the malice of the Scots when they enter the realm.4) It is requested that the king grant a commission to the earl to take and arrest ships, victuallers, victuals, carpenters, masons and labourers, carts and horses for the defence of Berwick.

The petition is dated to? 1391-? c. 1423 as the petition clearly refers to the earl of Northumberland as warden of the East March and the first earl held the office from May 1391 until his son was granted the office, and the second earl held the office in the period 1417-c. 1423. The latter date seems morel likely based on the hand, but there is little else to substantiate this.
