- The people of Northumberland state that, whereas the king has promised to observe the Great Charter and disafforest their lands in Northumberland held contrary to the charter, the king owns neither wood nor soil in the areas designated as forest, and derives little profit, while the people suffer greatly. They therefore request that the king grant this disafforestation for nothing.
