Nature of request
The weavers of York request that whereas Henry II granted by his charter, confirmed by Edward III and the present King, that no one should make and weave cloths woven and rayed except the weavers of York, that the council grant a commission to Hungate, Malleverer, Randolf, Wylymot, Drax and Hornby together with a writ of attendance to the sheriff of Yorkshire to enquire throughout the county into all those who have woven contrary to the charter and to return their findings in the Exchequer so that the trespassers can be punished.

On 31 January in the 22nd year (1399) the council agreed that a commission should be made under the great seal to enquire into this matter.
