Nature of request
[This petition is damaged and partially illegible.]The community of North Wales complain that the King has granted bailiwicks in North Wales to people who have then re-granted them to others for more than they are reasonably worth, and that these people then obtain their farms through extortion and oppression. They ask that those [who are not] occupied in the King's service [might attend to their bailiwicks themselves].
Nature of endorsement
The Justice is to be ordered to have all tenants of the King's said bailiwicks remain in their bailiwicks and do what pertains to them unless they are occupied in the King's service, or can show that they are permitted to appoint deputies by the grant that they have for their bailiwicks.

Note
Dated to 1322 or c. 1330-1331 by Petitions Relating to Wales pp.342-3. The evidence for this dating seems sketchy, and, although it accords with the French endorsement, the hand looks as though it might be earlier. I have therefore dated it roughly to between 1315 and 1325, on the basis of the hand.
