Bute to Clavering: the ministers of the empire, Russia, France, Sweden and Poland have signed declarations proposing a peace congress to be held at Augsburg or another German town. A counter-declaration has been signed by British and Prussian ministers. He encloses copies of both. Clavering is to communicate them to the [ruling] duke of Brunswick and the landgrave of Hesse.
