Nature of request
The petition states that, contrary the ordinances restricting the rights of Welshmen made in the parliaments of the second and fourth years of the King's grandfather, many Welshman have since then obtain office and been made burgesses of boroughs in Wales by falsely claiming to be English, and then use their position to allow other Welshmen to purchase lands or to become burgesses or acquire franchises in towns, who in turn make feoffments to other Welshmen, to allow them to serve on juries against Englishmen; to the great destruction of the English and peril to the King. It asks the King to ordain in parliament a penalty of £200 for any purchase or acquisition of any such liberty, franchise, lands, tenements or office within any royal franchise or lordship in Wales by a Welshman.
