Nature of request
The burgesses of Berwick upon Tweed state that, on 17 February in the twelfth year of his reign, the King granted his letters patent that for the next three years they should be able to buy wools, hides, wool-fells, shearlings and lamb-fells growing between the rivers of Coquet and Tweed from whoever they pleased, take them to Berwick, and ship them overseas, paying a certain sum to the King for them. They now ask, in relief of their town, that for the next seven years they might be able to buy wools, hides, wool-fells, shearlings and lamb-fells growing between the rivers of Wansbeck near Morpeth and Tweed, carry them to Berwick and ship them overseas, paying the same sums for them; considering the perilous state of their town, and that a great part of the country between Coquet and Tweed has been laid waste by the Scots, and there is no other merchandise by which they can make a living and support the garrison of the town.

Dated with reference to 17 February in the eleventh year of the King's reign - either that of Richard II (1388) or Henry IV (1410). The hand looks rather late for Richard II, but on the other hand, if the original grant was made in Henry IV's reign, this petition must have been presented to the parliament dissolved by his death in 1413.
