The unspecified petitioner complains that Bicknor, with the assistance of the Earl of March and without the knowledge or consent of the king, has procured a warrant for a pardon for various offences relating to his account while Treasurer of Ireland, including the forging of false acquittances and writs of liberate, and other fraudulent concealments. He asks that the king prevent this.
