[Petition in 4 parts].1) The people request confirmation for a reasonable fine of the liberty that no citizen of Cork should plead or be impleaded except before the mayor and the bailiffs of the city.2) The people request that they be able to arrest any of their goods and chattels taken by the justice or other ministers, and to be able to do this without impeachment of the ministers, as the ministers have been taking them although this is against their liberties.3) The people request that they not be elected as ministers in other counties of which they have no knowledge if other suitable and more knowledgeable people who can attend to the office are available.4) The people request that they are able by their letters to make attorneys to make their proffer in the Exchequer of Dublin so that the mayor and bailiffs can avoid the perils that can often befall them by robbers and malefactors. They request this for a reasonable fine.
