Nature of request
The merchants of Spain request remedy, stating that when the bailiffs of Southampton weigh their goods they use a false and deceitful scale to cheat the merchants, and request that the king assign a balanced weight there. They also state that if their goods are only half a pound in the nail underweight they lose the price of the whole nail, whereas they should lose only the price of what is lacking.

The Latin summary of a duplicate of this petition is on a roll which claims to be from the Michaelmas parliament of 18 Edward I (1290) (Rot. Parl. vol. I p. 46), but which Richardson and Sayles, The English Parliament in the Middle Ages, pp.146-7 ascribe to the Easter parliament of 1290. Presumably this duplicate dates from around the same time.
