Nature of request
The petitioners request letters allowing them to buy 1000 quarters of grain in Ireland to take to the Isle of Man and the castles of Carlisle and Cockermouth, for the relief of those places and the inhabitants of the West March. They state that there is a shortage of grain on the March due to bad weather and destruction by the Scots.
Nature of endorsement
On 18 December 4 [Henry IV], present in the council were the Chancellor, the Earl of Northumberland, the Keeper of the Privy Seal and John Scarle, who agreed that the petitioners may have licence to purchase in Ireland 500 quarters of grain for the victualling of the Isle of Man and the castles of Carlisle and Cockermouth, paying the due customs, provided that they take them only to the places specified, and not elsewhere or to the king's enemies or rebels.
