King and council.

The commonalty requests redress because the king and his ancestors have granted to many towns that they should not be sued outside the borders of their liberties for anything done within their liberties, so that the residents beat and kill the people coming there because they are assured that they themselves will have jurisdiction over their own acts and will acquit themselves.

Let those who feel themselves aggrieved sue at common law, and if they cannot be assisted by it, the king with apply another remedy.
