Navy, convicted at the [Old Bailey] in [1822], for 'forging certain Instruments' concerning property of HM. Navy. There are letters from George Canning, William Frederick, Eliza Snape, Captain Harwood and the Duke of Clarence.
Grounds for clemency: previous good character, has been a purser in HM. Navy for 17 years, has shown bravery and was wounded many times in action, received testimonials in court from the captain and officers of his ship (these people are named), he had no intent to defraud, he always charged himself with the amounts in the forged documents to ensure no-one else sustained a loss and always accounted for monies received (and he supplies a financial account in his petition), has supplied a plan to the government on raising taxes (part of the plan appears to be drawn up around one of his petitions), has a dependent wife and 6 children, none of the witnesses would claim to have lost any money in the transactions, petition was signed by the most respectable people in Liverpool, the mother is grieving for her son and the court recommended the prisoner to mercy. Initial sentence: death.
