'Strike promoters' on Brazilian vessel Corbello: telegram reads 'The Steamshio"Corbello" referred to in your telegram of October 3rd sails today for New York. Of the nine men mentioned in your telegram one Italian left the ship at Para, and one Russian and two Speniards left at Pernambuco. The remainder came here as passengers for Barbados but as they were forbidden to land here they are being carried on to New York. The captain of the steamer petitioned against my order forbidding the men to land because it will prevent ship from berthing along side of wharf at New York. Can you overcome this difficulty? I may add that I have legal power to forbid landing'. Unnumbered telegram, folios 179-183
