John Clevland. Some of the transports which sailed under convoy of the Fowey to Spithead, should be ordered to join Lord Howe with the recovered men from Portsmouth. The transports which remain should be increased to 9 thousand tons and the horse transports, now at the Nore, should be victualled for 3 months for 4,500 persons to go on foreign service. List of ships provided some of which are now at the Downes on their way to Spithead. Have directed the 4 ships up from the Nore also mentioned which are all of the remainder, willing to go on foreign service. Other ships are to be surveyed for the remainder of the tonnage.
