John Clevland. Receipt of two acts passed last session of Parliament for the encouragement of seamen employed in the Royal Navy and for establishing a regular method for the frequent payment of their wages and enabling them to remit them for the support of their wives and families and for preventing frauds and abuses. From the great increase of payments this Act will occasion, we cannot judge the most effectual manner of performing this Service until we have experienced it. Will defer making any observations and confine ourselves to indispensible particulars to begin with. Propose another Commission with an additional set of Clerks as listed. There will need to be alterations in the forms of pay books and monthly muster paper and send drafts of the forms. A new set of instructions will need to be prepared for the government of the Captains of ships
