John Bradshaw has petitioned because he has served the time for passing his examination for Lieutenant, but there are objections to some of his certificates being signed by Lieutenants only and asks for them to be dispensed with. Captain Pettigrew died whilst he belonged to the Queenborough and when he was rated on the union he was employed in a Cutter under the command of Lieutenants and opine his certificate can be dispensed with
