Leewards: Forwards a letter from W M McDonald offering his services to the War Office as an administrator for one of the 'large concentration camps in England [being formed] for prisoners of war, aliens and refugees'. Explains that he had gained experience administering a camp of 4000 refugees in South Africa during the Boer War. Encloses a recommendation letter from W Lymington, Superintendent of Burgher Camp, Klerksdorp, Transvaal.
