Description

Montserrat: Recommends that Mr. Mendes' appointment as magistrate should not be continued after the end of his three year probationary period due to the inharmonious relationship between him and Commissioner Davidson-Houston. Encloses a report by Attorney General T S Sidney. Also includes a note addressed to [Gilbert] Grindle from Commissioner Davidson-Houston dated 7 November 1914.
