Refers to special Court of Oyer and Terminer for trying the free persons in custody for being connected to 'the late Insurrection'; transmits the proceedings of that court; three white men and 59 'coloured' men were convicted of High Treason, received sentences of death, but he has reprieved the three white men until King's 'Pleasure' is known, and has granted pardons to the 'coloured' persons on condition of them leaving the British Dominions for life; reports 100 enslaved persons condemned to banishment were sent off the island; related enclosures including petitions.
