Mr George Gibbs' further charges against President Forth: forwards correspondence and papers including a printed extract from the proceedings of the Legislative Council, 5 April 1853, and a memorial signed by seven 'Members of Council, Merchants, Mercantile Agents and other Residents' complaining of the president's 'illegal appropriation of a portion of the Revenue of this Colony and also of his restricting the trade of these Islands by the imposition of illegal Fees on all Vessels arriving at this Port'.
