Description

Reports it is flattering that the Secretary of State is satisfied at his conduct, particularly with regard to the 'Rebels' [Fedon Revolution]; states 'the spirit of resentment manifested by the bulk of the Inhabitants, not only against the Rebels, but against all Foreigners resident here, I am sorry to say, has not abated so much as could have been wished, which has occasioned me much trouble and vexation'; reports 'the Executions that have taken place since my letter to Your Grace of 30th July have been chiefly of Coloured people - very active dangerous Characters, who had continued out in the woods, and were brought in from time to time'; will try to grant respite wherever he thinks possible and will follow Secretary of State's instructions regarding those respited; reports will 'avail myself if possible of the Power you give me of sending them from the Island - we shall, I think, be able to dispose of the Slaves condemned to Transportation, without troubling Government'; reports troops are still sick; intends to propose at the meeting of the legislature to form militia companies of 'Trusty Slaves, in addition to our present Black Corps, by calling from each estate a certain proportion of their Negroes'.
