States that since his letter of 30 July, 'the Insurgents have done no mischief whatever: Their only object seems to have been to conceal themselves in the woods until they could get off from the Island in canoes by night, which some of them have effected. Many have been killed and many brought in, and I think we have now little to fear from our interior enemy'; reports the troops quartered in and about St. George's have been unhealthy; reports that 'as Admiral Harvey has declined receiving the Slaves that may be condemned to transportation, I wish to be instructed as to the disposal of this class of criminals, in case no Legislative measures shall be adopted respecting them'; reports that as above half the members of the assembly were dead or absent, he judged it, with the advice of the council, better to disolve the legislature than to fill up the vacancies; refers to prisoners of war.
