Description

Acknowledges receipt of circular; states that since his letter of the 4th July several parties of the 'insurgents' have been captured, and some arms have been taken, but Fedon with a few adherents, are still out; states 'Great precaution and vigilance will however be necessary with regard to the numerous Slaves who have been in arms against us, and who have returned for the moment to the estates: many of them must be sent from the Island as soon as it can prudently be done, to prevent any attempts of the Enemy to supply them with Arms and again to raise them in Rebellion. I have been much at a loss what disposition to make with respect to this class of people. The distribution of them among His Majesty's ships appears to me the best plan to be adopted' and encloses a copy of a letter to the commander in chief of the navy in the West Indies with this suggestion; reports the Court of Oyer and Terminer has proceeded in the trial of 59 prisoners named in the act of attainder, 38 of whom have been executed, the others, whose names are enclosed, he has respited until King's pleasure shall be known; refers to confiscated property with related enclosures; refers to Prisoners of War; encloses a copy of an estimate of the contigent expenses of the ensuing year; encloses an abstract of the public expenditure from the commencement of the 'insurrection' [Fedon revolution] to June last, amounting to upwards of £230,000 during which the island was making no revenue.
