Reports arrival in Grenada; update on Fedon and military; states 'the colony has suffered more during the last fourteen months than I can well describe, and is at present destitute of revenue and of resources'; encloses comparative state of the militia of Grenada on 3 March 1795 and 30 April 1796; states 'the number of British white Inhabitants has been for years past far too small, and is at present totally inadequate to the services of the Colony'; encloses copy of his speech to the council and assembly, copies of their addresses and his replies; encloses state of the council at the time of his arrival; reports that at present there is no establishment for the accommodation of Prisoners of War.
