Draft; acknowledges receipt of letter; states 'the arrival of reinforcements under Major General Hunter, ..., will, I trust, be the means of enabling Grenada, if not entirely to subdue the Insurgents, at least to defend itself against them, until the bulk of the Forces arrive'; refers to command of the militia; appointment of new councillors.
