Description

Refers to his proclamation for opening the ports for the admission of American vessels; scarcity of provisions; refers to enslaved persons, stating 'The Island contains upwards of 30, 000 negroes, and in the crop season it is peculiarly necessary to allow them Fish, as well from humane considerations as with a view to preserve among them a continuance of their present quiet and orderly behavior'; military situation in Grenada.
