The Right Honourable Lord Justice Woolf was appointed by the Home Secretary on 5 April 1990 to conduct an inquiry following a serious disturbance at HM Prison Manchester (Strangeways). The Inquiry was independent of the Home Office and of the Prison Service, and the initial terms of reference were extended following serious disturbances at other prison establishments in England and Wales. His Honour Judge Tumin, HM Chief Inspector of Prisons, joined the Inquiry on 27 July 1990.
The terms of reference were to inquire into the events leading up to the serious disturbance in Her Majesty's Prison Manchester which began on 1 April 1990 and the action taken to bring it to a conclusion, having regard also to the serious disturbances which occurred shortly thereafter in other prison establishments in England and Wales.
