Stair to Cartaret: General Clayton has arrived. As Clayton has not been shown his dispatch and project, he will not be able to advise him upon them. If Arenberg would re-read his proposals, he would see that there are no differences between them. He encloses a memorial [SP 87/10/116] on the general state of the war. He encloses [Laurent] Wauters' complaint [SP 87/10/117] that he has not been paid by the Hanoverians. He encloses Mr Hume's proposal [SP 87/10/120] for a new contract for bread wagons.
