Fenélon to the states general: despite [Stair's] allegations, the Spanish privateers have nothing to do with Dunkirk. The fortifications there are a necessary precaution. Complaint of Lord Waldegrave in 1740. Stair himself has said that a campaign against France would start at Dunkirk. Dated at The Hague. ff. 229-232
