Stair to Carteret (secret): the Duke of Arenberg has proposed a plan for the emperor to make peace with Maria Theresa, and that they should demand of France the restitution of Lorraine, the three bishoprics, Alsace and Franche-Comté in exchange for Bavaria. He means to send a Mr Manne to Prince William of Hesse, so that William may iniate this. Fenélon has left for Paris. Dated at The Hague. ff. 65, 66
