Robert Power, Mate of the Fox Cutter, William Cowan, Master. Makes oath that men from the Fox Cutter were pressed and lists their names. Captain William Cowan tried to get the cutter manned again but the Commanding Officers at Plymouth would not let him hoist his pennant.
