John Clevland. Mr Coutts has bought some seamen's tickets, one of them for Thomas Bailey Daniels who was rated part of the time as Schoolmaster of the Gloucester. The payment has been objected to and he has asked that the warrant is dispensed with. We have no objection to his being paid the difference between able and Schoolmaster's pay if their Lordships are willing to dispense with the need for his warrant
